    Abstract

    The purpose of the BOOST project is to enhance the transparency and efficiency of public spending across the globe by improving access to government expenditure data and linking spending to relevant results.

    As of August 2015, the BOOST team has collected and processed detailed government expenditure data from more than a dozen countries across the Europe and Central Asia region, creating easy-to-use databases that have been employed by World Bank researchers on a variety of projects. In Armenia, the BOOST government expenditure database has been constructed using the data available on Armenia's Ministry of Finance's website. The resulting BOOST dataset follows the national fiscal reporting methodology and includes information on the approved, revised and actual budgets broken down by spending units, economic and functional classification.

    This version of the Armenia BOOST (v1.7) covers total government spending (including social insurance expenditures) for years 2006-2014 and for all sectors of the economy.

    This version of the Armenia BOOST covers total government expenditures (including the budgets of subnational entities) for 2006-2014, for all sectors of the economy. The previous version of Armenia 2006-2014 BOOST, v 1.6 (June 2015), covered only central government expenditures.

    This version of the Armenia BOOST has one administrative level/variable, 4 levels/variables in the economic classification, and 3 levels/variables in the functional classification.

    Additional comments:

    1. The economic classification is GFS 2001-compatible;
    2. The functional classification is COFOG-compatible;
    3. The in-kind inputs from donor-funded projects are not captured by the Armenia BOOST and represent less than 1% of total expenditure;
    4. Yerevan Municipality expenditures are not listed separately for 2010-2014, but may be recorded in the Ministry of Territorial Administration’s budget;
    5. The breakdown by source of funds is not available;
    6. Since most personnel expenditures are recorded under "4200 Acquisition of services and goods", which are reflected in "Non-personnel recurrent" costs (expenditure type variable), "Personnel" costs are substantially underestimated and "Non-personnel recurrent" costs overestimated by the same amount for the period 2006-2014;
    7. The break-down of spending by programs is available only for the period of 2010-2014;
    8. The general government budget is available only for the period of 2010-2014, either by economic or functional classification.
