Description This report presents the results from the baseline survey in the context of the planned evaluation, aiming to improve the performance of the education system through better surveillance of schools by making use of new technologies. The analysis validates the fact that the two groups of treatment and control schools are statistically comparable at baseline. We also present baseline statistics about the education system in the two departments involved. From this analysis emerges the fact that girls generally perform better than boys in terms of reading. Performance in the North-East department is largely better in reading than in the North. We also identify a certain number of variables that have explanatory power in the performance of students. Among these variables we note student nutrition, attendance to preschool, attendance to primary school, and literacy of parents. The correlations between these factors and student achievement support the urgency of several policies of the Haitian State in the education sector, above all school feeding and early childhood programs.
