    Abstract

    Core Welfare Indicators are key social indicators for population sub-groups. Developed jointly by the World Bank with UNDP and UNICEF, the Core Welfare Indicators Questionnaire (CWIQ) is designed to monitor social indicators in Africa on an annual basis. The CWIQ has been developed to show who is, and who is not, benefitting from actions designed to improve social and economic conditions. The CWIQ collects (i) indicators of household well-being; and, (ii) indicators of access, usage and satisfaction with community and other basic services. The data used to compile these indicators are gathered by means of a household questionnaire, designed to be administered in a single visit.

    The main objectives of the Rwanda CWIQ Monitoring Survey are to:

    • Furnish policy makers, planners and program managers with a set of simple indicators for monitoring poverty and the impact of development policies, programs and projects on the living standards of the people.
    • Provide timely and reliable data for monitoring changes in the living standards of various sub-groups of the population.
    • Provide inputs for the development of the poverty reduction strategy for the country.

    Sampling Procedure

    The survey is based on a two-stage nationally representative sample of households. The first stage is the selection of cells (equivalent of enumeration districts) with probability proportionate to size. Within each cell, three "nyumbakumis" are selected randomly and within each, three households (with a fourth as reserve) are selected randomly also. The survey yielded a total of 5800 households nationwide and giving a sample size of 29500 individuals.

    Supervision

    The fieldwork was conducted using 18 teams made up of 4 enumerators and 1 supervisor for the data collection. Each team was under the control of the group supervisor. On the average, an enumerator conducted 3 interviews per day. The fieldwork was completed within 60 days including travel and rest-time.

    Data processing for the CWIQ survey was organized to process questionnaires while the fieldwork is underway and to produce results a short time after the end of the survey. The CWIQ questionnaire is
    designed for optical scanning with responses recorded by filling-in bubbles assigned to each question. These responses are converted to a format suitable for subsequent computer processing. The generic data processing system was adapted for the Rwanda CWIQ. Two optical scanners and computers were devoted to scanning and post-scanning verification. Another computer equipped with a printer was used for questionnaire database maintenance, data validation, correction and tabulation.
