Definition

Land not cultivated paddy fields while not normally cultivated the land but for a while (more than one year and less than two years) are not cultivated. Land left empty is less than one year and will be commercialized back then considered to be cultivated. Examples of plantation land left empty is less than one year (waiting for the next planting season) is still considered as a commercial plantation.
