Income/Expenditure/Household Survey [hh/ies]
Household Budget Survey has been conducted annually by Statistics Lithuania since 1996.
The main objectives of the survey are:
-to obtain weights for Consumer Price Index,
-to estimate household expenditure for National Accounts,
-to study the general structure of household incomes and expenditures,
-to study income and expenditure patterns of disadvantaged groups, including pensioner households, single parent households, etc.,
-to study income and expenditure disparities among socio-economic groups,
-to study consumer behavior among socio-economic groups,
-to study effects of policy changes, especially tax changes on income and expenditure.
The target population of Household Budget Survey is based on private households in Lithuania. Households are selected using the random sampling method from the Populations Register. Participation of the selected households in the survey takes one month. After one month other households replace them.
Data is collected through face-to-face interviews and expenditure diaries.

The universe of the survey is private households in Lithuania. Persons living in the institutional households (elderly people nursing homes, imprisonment institutions, army, etc.) have been excluded from the survey.

The following geographical stratification was used in the survey:
Sample size in the each part is proportional to the population in each part. The annual sample of the HBS was divided into 12 non-overlapping subsamples equally distributed over the period of January to December.
Largest cities. The sample size in each city is proportional to the number of inhabitants (persons aged 16+). Simple random sampling was employed in each of the 5 large cities. The Population Register was used to obtain the sample of persons aged 16 and older. Households selected according to the address of the selected person were surveyed. Unequal probability of selection of the households was eliminated by weighting.
Other towns. The two-stage selection of households was used in smaller towns. In principle, Primary Sampling Units (PSUs) are towns. Towns (27) with over 10000 inhabitants (persons aged 16 and older) were divided into two or more PSUs formed on the basis of the street map. On the other hand, 11 towns with less than 1000 inhabitants were previously ascribed to neighboring towns.
The two-stage selection of households was used in rural areas, too. In the first stage, PSUs were set using administrative territorial units "seniunija ", with the assumption that each of them should have no less than 300 and no more than 2,000 households. Thus, some "seniunijos" were divided into two or more PSUs, and some were merged to form one PSU.
