    Series Information

    Two Core Welfare Indicators Questionnaire Surveys (CWIQ) were undertaken in Liberia. The first survey was conducted in 2007, it gave regional based estimates and indicators. The second survey was conducted in 2010 and unlike the 2007 survey that relied upon the 1984 sampling frame, the 2010 CWIQ was based upon the 2008 sampling frame. The first county-based CWIQ was conducted in 2010, this survey provided disaggregated data not only at the regional level, but also went further to provide information at county levels of analysis. This made the results of the 2010 CWIQ easier to compare with the 2008 Census results.

    Abstract

    The Core Welfare Indicators Questionnaire Survey (CWIQ) was the first nationally representative survey where county-level estimates were derived. The CWIQ was used to assess the social and economic situation in Liberia. This survey led to a more informed and focused debate on how welfare and vulnerability challenges would be tackled. The survey was rich with information on topics such as, literacy and education, employment, household assets and amenities, access to amenities, use and satisfaction with basic facilities, vulnerability, subjective well-being, indirect measures of poverty using non-money metric measurement and others. The CWIQ was authored and prepared by the Liberia Institute of Statistics & Geo-Information Services (LISGIS). Other publications on the 2010 survey included a main report, a fact-sheet, and a CD-ROM with the database and publications. The objectives of the CWIQ were:

    1. To provide simple indicators for monitoring poverty and the effects of development policies and programs on the welfare of Liberians.
    2. To provide reliable data on a timely basis for monitoring changes in the welfare status of households and various sub-groups of the population at the district level.
    3. To ensure rapid data capture, processing, tabulation and analysis.
    4. To ensure optimal precision by the use of as large a sample as is feasible given national statistical resource constraints and the need for rapid results in generating district-level indicators.
    5. To eliminate data entry bottlenecks through the use of "scanning" technique with Optical Character Recognition (OCR).

    The data collection exercise for the survey was conducted from February to April 2010.

    Sampling

    Sampling Procedure

    The Core Welfare Indicators Questionnaire Survey adopted a house-based questionnaire which consisted of nine (5) double-sided pages. The survey used a two-stage sampling design frame adopted from the 2008 Population and Housing Census in Liberia. At the first stage 540 Enumeration areas were selected separately from the urban and rural listings for each county. The required number of EAs was selected in each stratum with probability proportional to size (PPS), where the measure of size was the number of households listed in the census. At the second stage, a fixed number of 12 households was taken by systematic sampling within each EA that was picked at the first stage.
