These surveys are the final delivery of the series of LAC: COVID-19 High Frequency Monitoring Project (Phase1 - P173987) and (Phase 2- P175839) that for Ecuador extended into 2022 with two additional waves. Ecuador's data collection was financed by JDC (P175780).
The World Bank conducted Phase 2 of the High-Frequency Phone Survey (HFPS) project in 2021 to continue to assess the socio-economic impacts of the COVID-19 pandemic on Latin America and The Caribbean households. Phase 2 was conducted in partnership with the UNDP LAC Chief Economist office and included two waves.
Ecuador has been part of all waves of data collection as part of the Regional effort. In 2022, in partnership with the Joint Data Center on Forced Displacement, two additional waves of data were collected in February and June. This study presents these last waves of data (Wave 3 and Wave 4).

Scope
The 2021-2022 HFPS collects information on changes in employment and income, prevalence of food insecurity, access to health, education, and financing services. This allows users to compare certain indicators of living conditions of households and individuals with the 2020 HFPS. Additionally, this phase gathered information on access and use of internet and digital banking services, gender issues, mental health, coping mechanisms and childcare. For Ecuador, two additional waves were conducted, in February and June 2022.
As in the first phase, the surveys are representative of individuals of 18 years of age or above who have an active cellphone number or a landline at home. An improvement in the sampling methodology also allows for the data of Phase 2 Waves 2, 3 and 4 to be representative of school-age children and adolescents for the education module, and childcare for children up to 5 years old.
Eligible respondents for the HFPS were adults 18 years old and above. Only one respondent per household was interviewed, and he/she answered individual, child and household-level questions.

Sampling
Phase 2 Wave 1 samples for the Original Countries included two components:
a) a panel formed by respondents to Phase 1 Wave 1, and
b) a supplement fresh sample of phone numbers to compensate for attrition between Phase 1 Wave 1 and Phase 2 Wave 1, and to slightly increase the overall sample size.
The samples of the Added Countries (i.e. those only included in Phase 2) is based on a dual frame of cell phone and landline numbers generated through a Random Digit Dialing (RDD) process. In the first phase, a large sample was selected in both frames, and then screened through an automated process to identify the active, eligible numbers. A smaller second-phase sample was selected from the active residential numbers from in the first-phase sample and was delivered to the country teams. Ecuador is the only country from Phase I where a fully fresh sample of phone numbers is used for Phase II and was treated as an Added Country. Waves 3 and 4 were collected only for Ecuador, replicating the procedures applied for Wave 2. See Sampling Design and Weighting document for more detail.
HFPS Phase 2 has three units of analysis: households, adult individuals (18 years of age and older) and children 6 through 17 years of age. Weights were computed for each sample unit and should be used according to the estimate of interest.
The weighting process for the 13 Countries included in LAC HFPS Phase 1 involve five steps:
- Calculation of the inclusion probabilities of landline and cell phone numbers.
- Computation of design weights for households and individuals.
- Attrition nonresponse weighting adjustment for the panel sample component, and first-time nonresponse adjustment for the supplement sample component.
- Calibration of household, adult and child/adolescent weights, using external ancillary data from official sources (adjusted by national phone coverage).
- Weight trimming and recalibration.

In the distributed data files, the file "Casos" has two weights variables: w_ind_ph2wX: individual weights and w_hh_ph2wX: household weights.
The file "Ninos04" has one weight variable: w_ch04_ph2wX: 0-4 children's weights.
The file "Ninos517" has one weight variable: w_cha_ph2wX: 5-17 children's weights.

Questionnaires are available in Spanish. Note that questionnaires for Waves 3 and 4 have some variations from previous waves.
