This thesis proposes the formulation and implementation of an strategic plan for
Hydro-electric renewable energy within a twenty-year time frame in order to reach the
integration and team work with all involved stakeholders and to promote the national
development in the economic, social and environmental fields, for which, reachable,
challenging and realistic long term objectives have been set.
An energy has been identified with a high potential of development, due to the
continuous growth in electricity demand, which year after year, increases aligned with the
Gross National Product growth and with a great hydro-electric potential which is currently
used within a 5%. There is neither a long term strategic plan in Peru to handle the hydroelectric
energy efficiently as a primary renewable energy source nor an adequate regulation to
promote it, lacking of public acceptance.
