    Series Information

    The Labour Force Survey (LFS) is a household based survey. The first LFS in Albania was conducted in 2007 in the spring-quarter (April-May). Between 2007 and 2011 the LFS in Albania was carried out annually. Starting from 2012 LFS is carried out as a continuous survey, providing quarterly labour market indicators.

    Abstract

    The Labour Force Survey (LFS) in Albania has been carrying out by INSTAT since 2007 with annual periodicity. The survey is household-based and the unit of observation are all household members aged 15 years and older. The main objective of LFS is to establish a sustainable labour market statistics system according to EUROSTAT recommendations and guidelines. Based on the data gathered through LFS it is possible to make a quantitative and dynamic assessment of labour market developments, to define the participation of all persons aged 15 years and over in labour market, the employment rate, the employment by economic activity, by sex and age-group, unemployment rate, women participation in labour market, etc.

    Sampling

    Sampling Procedure

    The sample is based in a two-stage sampling procedure. In the first stage are selected the geographical areas (PSU) with a proportional probability to the size of the enumeration area. In the second stage within each geographical areas (once selected in the first stage) are selected a fix number of households by equal probability systematic sampling method. For the years 2007-2011, the sample-taken for each PSU was 12 households. The sampling frame for LFS is based on the Population Census of 2001 and the updated household list. Two sample stage selections are done. Iin the first step were chosen geographic zones or primary sampling units (PSU), and in the second stage were selected the families inside these selected zones.

    Weighting

    The LFS methodology is in full accordance with the EUROSTAT standards and guidelines as regards to the representation of sample, coefficient of the variation of the main indicators, the drafting and the weighting of data.
    The sampling weights are calculated following several steps and take into account the sample design, adjustment for the household level no-responses, and the calibration with the demographic data.

    Data collection in the fieldwork is spread during all months of the year.

    • The gathered data refers to a specific reference period named reference week.The reference week is the calendar week which starts on Monday and finishes on Sunday before the interview day.
    • For the labour force survey data, the weighting procedure was determined from the Population and Housing Census, and the demographic events (births and deaths) provided by the General Directory of Civil Status
    • The main mode of data collection is face to face personal interview (paper and pencil).
    • The number of ultimate sampling units (USU) interviewed per interviewer per day was 3.
    • The average duration of an interview per household member of working age was 25 minutes.
    • The field staff was mainly recruited specifically for the survey
    • Duration of training on the survey for newly recruited interviewers was 3 days.
    • Respondents' participation in the survey was compulsory.
    • Ultimate sampling units that could not be identified were replaced.
    • Ultimate sampling units that could not be contacted were not replaced
    • Ultimate sampling units that refused to participate were not replaced.
