Establishment Census [en/census]
This is the second census in the series, it is superior to the first survey carried out in 2011. The 2014 Establishment Census covered all the establishments irrespective of the institutional sector they follow, while the 2011 census was confined to private and mixed institutional sectors. For the sake of enhancing the use of this publication, a comparison of the 2014 with 2011 census survey was incorporated. In addition, modified criteria of defining formal/sectors were also employed.
The Establishment Census (EC) 2014 was conducted as a joint collaboration with the Private Sector Federation (PSF), the Ministry of Trade and Industry (MINICOM), the Ministry of Public Service and Labor (MIFOTRA), the National Institute of Statistics of Rwanda (NISR) under the support provided by the Government of Rwanda and The World Bank (WBG).
The Census was a valuable source of information on all economic activities, for the number of employed people and the size of establishments in Rwanda.
Every operating establishment that had a fixed location and was practicing a specific economic activity within the boundaries of the city was included in the Enumeration Areas (EA's).The census covered all 30 districts in Rwanda.

The questionnaire was developed in English and then translated into Kinyarwanda. In order to minimize potential problems arising in the field, appropriate tests were performed which provided feedback to improve the questionnaire.

The data collection was conducted within a period of 26 days from November 24th to December 24th 2014. The field work was organized as follows:

To assess the quality of the questionnaire, a pre-test for the census took place from August 14th 2014 to August 23rd 2014. Data collection started on November 24th and ended on December 24th 2014. Interviews were conducted either in Kinyarwanda or English.
The coding of the Economic Activity information was carried out during the period of December 1st 2014 to January 2nd 2015. Twenty coders were recruited and trained to do the coding. Around the same time the coding was done, data entry took place between December 8th 2014 and January 15th 2015. This was done by 30 experienced data entry clerks.
Data editing was performed continuously during and after data entry phase for the purpose of detecting out-of-range and/or inconsistent data values. Appropriate actions were taken to cope with any doubtful data and to introduce necessary corrections.
Follow up contacts with the establishments were made in order to verify previously reported data. Upon producing the clean data file, statistical tabulations were generated. The subsequent chapters present the census tabulations which have been previously planned for. Data were entered using the CSPro software and were analyzed using the Statistical Package for Social Sciences (SPSS) software program.
