Population and Housing Census [hh/popcen]
This census is the sixth in the series of censuses conducted since Independence. The previous censuses were conducted in 1977, 1987, 1994, 1997 and 2002.
The main objectives of the census were to provide government, policy makers, planners and researchers with an update on the size and distribution of the population, and its demographic and socio-economic characteristics. The census was implemented in three phases:
-Pre-enumeration phase (preparatory activities)
-Enumeration phase (data collection)
-Post-enumeration phase (data coding, data capture, data validation, analysis and publication / dissemination).

The census adopted the “de jure” method which entailed a complete count of the resident population present from the 26th to 30th August 2010, including
those who were temporarily absent for up to 3 months beyond the start of the main census dates. This provision took into consideration household members who were
out of the country for a short duration during the census taking. Household members were counted by identifying usual residents with the 3-month time-frame criterion
for inclusion. That is, a household member who was absent from his/her usual place of residence for more than 3 months would be counted at his/her place of
current residence at the time of enumeration. Trained personnel collected the data by administering a precoded questionnaire in face-to- face interviews. The unit
of enumeration was the individual identified through lists of households and institutions on census area maps, as well as temporary dwellings such as boats and outdoor
shelters.
For the first time, questions on disability and crime were also included in the census questionnaire. The questions on disability sought to take stock and establish the profile of the population that had some form of physical and / or mental impairment either from birth or through accidents. The questions on crime were in relation to whether in the twelve months preceding the census, any member of the household had been subject to any form of crime committed against their person or their property. Information on the housing stock, type, condition and tenure were also collected as well as amenities available in the households. Questions on economic activities carried out by the household related to agriculture and fishing and other home-based manufacturing activities.

The field staff which constituted mostly teachers and other public service officers was recruited in collaboration with the Ministry of Education and the Ministry of Health. A large proportion of the field staff already had experience in census data collection. Permanent staff of the NBS played supervisory roles as well as enumerators. Employees from both the public and private sectors were recruited and trained to assist with data processing.
More than 600 enumeration area (EA) maps were created during the pre-census cartographic exercise for the three main islands. Each such area comprised of 50
to 70 dwelling units. The EA boundaries were delimited in such a way primarily to make the workload for each field worker manageable and secondly, to demarcate each
area distinctly to ensure complete coverage and avoid double counting of households. The outer islands each represent an individual EA.
