    Series Information

    The Census of Population and Housing (CPH) was conducted for the first time in 1985. The second time was in 1995, and the third time was in 2005. It was conducted by the Department of Statistics, in cooperation with all provinces, and was supported by the Swedish International Development Cooperation Agency (SIDA).

    Abstract

    The purpose of the 2005 Population Census and Housing is to provide information on the population and its living conditions, which will be used for planning purposes in most sectors of Lao society, e.g. education, labour market, housing and construction, water and electricity supply, etc.

    Questionnaires

    One questionnaire contains 37 pages (excluding cover page). The number of questionnaires needed for each enumeration area depends on the number of households listed in that specific enumeration area. It is estimated at 2-3 questionnaires for one enumeration area.

    Supervision

    Inspection areas comprised many enumeration areas. One supervisor was responsible for one inspection area with 7 to 10 enumerators.

    Roles of supervisor:
    As representatives of the secretary of the Population and Housing Census Steering Committee at each level, he/she supervised and inspected the work carried out in the field. Supervisors served as bridge connecting the Population Census Office at different levels and enumerators. The good performance of the Population Census, with completed and accurate data, depended on the activeness of and attention paid by the supervisors when problems occurred in enumeration areas such as no cooperation from households or locals.

    In case enumerators did not follow survey procedures, or questionnaires or documents were not completed, the supervisors was responsible for reporting and finding solutions on time. Supervisors were seen as team leader for enumerators. They also had to solve technical problems and check the quality of data. In conclusion, as a supervisor one must:

    • Guarantee that enumerators carry out work according to advice and survey methods correctly. For example, it is not correct if enumerators order people to gather together in temple or school for interview.
    • You must have contact with your enumerators all time throughout the survey.
    • Guarantee that each enumerator has a complete set of necessarily equipment.
    • Inspect and collecting work of enumerators and help them solve problems occurred in fieldwork, especially technical aspects (if bigger problems occurred, it must be reported to steering committee at district level for their information immediately).
    Data Collection Notes

    During census time, the whole country was divided into 16,000 enumeration areas. The average size is estimated at about 50-70 households per enumeration area. The average household size is estimated at 6 persons per household. In one day, one enumerator could interview about 8-10 households.

    Enumerators and supervisors had to undergo training. For details on pre-enumeration activities refer to the manuals in Technical Documents.

    To carry out the 3rd nation-wide Population and Housing Census in year 2005, villages are divided into enumeration areas. One village could be one enumeration area or divided into many enumeration areas depending on the number of households and population in that specific village, which the Census Secretary Office at provincial levels had already prepared in table 01. One enumerator is responsible for one enumeration area only.

    Editing of census questionnaires was done to guarantee that all questionnaires contained correct answers as instructed. This work took place at the district level in order to facilitate the return to enumeration areas, if necessary. During the actual enumeration, supervisors checked some questionnaires.

Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files. 3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor.
    Access conditions

    Authorization to use this data is granted to designated individuals in the concerned division of the Department of Statistics (DoS). Under no circumstances shall the authorized user reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in the DoS.

    Use of the dataset must be acknowledged using a citation which would include:

    • the Identification of the Primary Investigator
    • the title of the survey (including country, acronym and year of implementation)
    • the survey reference number
    • the source and date of download
