Multi-Tier Framework (MTF)
The Burundi Multi-Tier Framework (MTF) survey conducted in 2021 provides comprehensive multidimensional baseline data for Burundi’s energy sector. Moving beyond binary metrics, the MTF utilizes seven electricity and six cooking attributes to categorize energy access across a six-tier spectrum, ranging from Tier 0 (no access) to Tier 5 (full access). By disaggregating findings by location, socioeconomic status, and gender, the report serves as a roadmap for prioritizing policy reforms, targeted investments, and the integration of modern cooking services into national electrification strategies.
