Wave 1 and 2 of the Listening 2 Somalia Phone Survey conducted in 2025
Utilizing a random digit dialing approach, a sample of 3,000 households was targeted for the first wave of the L2S, with results being representative at the regional level. Data collection for the first wave ran from the 13th of April 2025 until the 27th of May 2025. The achieved sample for wave 1 was 3,110 households, with the desired sample being met in all regions except Middle Juba. The second wave then attempted to re-contact these 3,110 households, with data collection starting on the 12th of July 2025 and running until the 13th of August 2025. Of the wave 1 sample, 60 percent were successfully contacted and participated in wave 2. Once the wave 1 sample had been exhausted, new phone numbers were targeted until the regional quotas were achieved. The L2S collected a household roster, exposure to climatic shocks, educational aspirations, perceptions on governance and tax, overall well-being, and questions on social assistance in response to the aid cuts.

Data collection for Wave 1 was conducted using Random Digit Dialing (RDD), where mobile numbers were randomly generated using prefixes assigned by Somalia’s national telecommunications agency. GeoPoll’s Random Digit Dialing process involved 2 key steps: i) Mobile number generation; and ii) Mobile number validation. Respondents aged below 18 years were screened out of the survey. The 3,000 household sample was distributed across the regions based on the population shares from the IPC population estimates from January to March 2025.
Data collection for Wave 2 was conducted using panel (targeting repeat respondents that participated in Wave 1) and new respondents were contacted using RDD sample due to attrition cases in Wave 1 thus ensuring the full sample target was achieved. Panel respondents were prioritized at the beginning of the survey by ensuring that all numbers were contacted at least five times before the number was removed from the sample.
Wave 1 completion rate (Completes/Call Attempts) stood at 3 percent.
To ensure that estimates derived from the survey data are representative of the target population, post-stratification weighting were applied. This process adjusts the contribution of each responding unit to align the marginal and joint distributions of key stratifying variables in the sample with those from the national census. The weighting corrects for sampling disproportionalities and nonresponse bias within defined subpopulations.
Two separate sets of weights were computed:
• Household-level weight, to be applied in analyses where the unit of inference is the household
• Individual-level weight, to be used when analyzing characteristics of individuals within households
Post-stratification will be based on the following categorical variables, each of which was available in both the survey and census datasets:
i. Region
ii. Urban–Rural Residence
iii. Age Group
These variables form a post-stratification grid across which both sample and population distributions were matched.
