Income/Expenditure/Household Survey [hh/ies]
This survey was conducted by the Department of Census and Statistics on the request made by the Department of National Planning, Ministry of Finance and Planning. This was introduced as a module to the Fourth Quarter of Sri Lanka Labour Force Survey 1993.
This survey provides information on household income, individual income, household expenditure, per capita expenditure etc. which are required to study the living conditions of different segments of the population. The survey report is based on the data collected in the fourth quarter of 1993 on household income and expenditure. The survey didn't cover the entire island due to disturbances prevailed in the Northern and the Eastern Provinces. Planning and execution of the survey was done by the staff of Sample Survey Division. Collection of data was done by the Statistical Investigators of the Department of Census and Statistics under the supervision of District Statisticians and Statistical Officers.

The scope of HIES 1993 includes
Personal Characteristics - Sex, Age, Relationship to Head of Household, Ethnicity, Religion, Level of education, Marital status,
Expenditure - All household expenditure incurred by the household during the reference periods. Having considered various factors such as the pattern of usage, durability of items, the conveniences of collecting information etc., the items were classified into groups, with different recall periods. The information on daily consumption expenditure of the household members on food , drink and tobacco were recorded for one week or one month period. For some items for which weekly amounts could not be obtained, expenditure values were collected for one month periods. Different reference periods such as one month, six months, 12 months, calendar year were used when collecting information on housing, clothing, fuel and light, non-durable goods and consumer durable goods. Buying patterns of the items in each group were considered when deciding the reference periods.
Income - Income received from employment (salaries, commissions, overtime, bonus etc. and all other cash receipts such as pension property rents, dividends remittances etc.) The information on income in kind provided by the employers, relations or any others, such as meals, food items, housing, clothing, medical facilities, warrants , passes etc., were also collected. Further information ion agricultural and non agricultural activities carried out by the household members as employers and/or own account workers were also collected. Total output and input were recorded separately for each such activity,. Monthly gross rental value of owner occupied house was collected on the basis of housing rents prevailing in that locality.

Due to the conditions prevailed in the Northern and the Eastern provinces the survey was conducted in all other parts of the island.

A stratified two stage probability sample design is used with census blocks as primary sampling unit (PSU) and housing unit as secondary sampling unit (SSU) . There are three levels of stratification which increase the efficiency of the sample design. Same sample of housing units selected for the 4th quarter of Quarterly Labour Force Survey 1993 was used in this survey as well.
The survey schedule consists of three main sections:
The information sought on the first page of the schedule were : the personal address, Province, District, Electorate. Divisional Secretariat Division, Grama Niladhari Division and if situated in an urban sector, the name of the MC, UC & TC and if in the Rural Sector or Estate Sector, the name of the village or estate respectively.
In the control data sheet, the information on the date of visit to the household, result code, and time taken to complete the schedule were recorded separately for three consecutive visits to the household. Result code indicates whether the schedule is completed, partly completed, refused, household is changed or demolished.

Supervision of the fieldwork of these enumerators was done by the statisticians attached to the Sample Survey Division of DCS and District Secretariat Offices.
HIES' are conducted by the Department of Census and Statistics once in 5 years. The questionnaires used in these surveys are very detail and comprehensive in order to capture all the expenditure items irrespective of the amount. In the 1993 survey, on an experimental basis a short questionnaire was used to capture the household expenditure. Therefore the accuracy of the data collected may be slightly different from detail Income and Expenditure Surveys.

The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.
The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.
No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.
Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.
An electronic copy of all reports and publications based on the requested data will be sent to the Department
The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG of the DCS. The DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.
• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.
• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.
• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG of the DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
