This half-yearly sample survey was initiated in September, 1972 by the Department of Labour in pursuance of a UNDP/ILO project for the development of Labour Statistics. Since then the survey has been regularly conducted for the collection of data on earnings, hours of work and related matters for March and September of every year from a sample of establishments with 5 or more paid employees.
From 1975, the Sample Survey of Earnings and Hours Worked is being carried out only once a year and the reference period for the 1975 survey was March 1975 though this was changed to June from 1976.
The Sample Survey of Establishments on Employment, Earnings & Hours of Work - June, 1984 is the fourteenth in the series.
The survey covers a sample of establishments in the organised sector ( establishments with 5 or more paid employees ) engaged in production, construction, transport, storage and business services etc. Although it covers both public and private sector establishments, the survey was limited to the Statutory Boards, Corporations and a few Government Departments such as the Department of Buildings, the Marketing Department, the Railway Workshop, the Goverment Factory, the Goverment Printer etc. Other Departments whose functions do not strictly come within the scope of the survey were excluded.
The objective of this survey which is a continuing series have been to collect on a repetitive basis and in detail the statistics relating to labour, so that their trends could be studied. Statistics of numbers employed, man days worked and paid for, normal and overtime man hours and the total wage bill earnings etc, are collected. These staistics come under eight major occupational categories; Administrative & managerial Workers, Professional Technical and related Workers, Clerical etc.,

The selection of the sample was based on the method of stratified random sampling. The basis for selection constituted all the establishments which came within the purview of the Employment Survey. These establishments which are classified into 22 industry strata have been set up to give estimates of sample data for each industry stratum, with a 5% error at 95% confidence limits. All establishments with over 100 employees for 18 industries and with over 1000 employees for industries ( defined to be the cut-off point ) were included in the survey whilst employees. the rest were subjected to sampling., such that the sample would be optimum in size. In all around 1600 sampling units were selected for the survey for June 1984 and out of this number, 1300 units were sent for data processing. The balance units were rejected from the survey due to closure, duplication or other valid reasons.
In 1984, the same schedule which was used in 1983, was used to collect the data.

The Programming Assistants of the Statistics Branch of the Department of Labour are responsible for the collection of the data from the sample establishments. Data was collected from the records and the registers of the establishments.
Certain edit checks were introduced in the Computer Programs and on the basis of that some quality checks were exercised.
