This half-yearly sample survey was initiated in September, 1972 by the Department of Labour in pursuance of a UNDP/ILO project for the development of Labour Statistics. Since then the survey has been regularly conducted for the collection of data on earnings, hours of work and related matters for March and September of every year from a sample of establishments with 5 or more paid employees.
From 1975, the Sample Survey of Earnings and Hours Worked is being carried out only once a year and the reference period for the 1975 survey was March 1975 though this was changed to June from 1976.
The Sample Survey of Establishments on Employment, Earnings & Hours of Work - June, 1983 is the thirteenth in the series.
The survey covers a sample of establishments in the organised sector ( establishments with 5 or more paid employees ) engaged in production, construction, transport, storage and business services etc. Although it covers both public and private sector establishments is limited to the Statutory Boards, Corporations and a few Government Departments such as the Department of Buildings, the Marketing Department, the Railway Workshop, the Goverment Factory, the Goverment Printer etc. Other Departments whose functions do not strictly come within the scope of the survey were excluded.
The objective of the sample survey is to collect detailed labour statistics on a repetitive basis to indicate trends. Statistics of earnings and hours of work are collected including number employed, man days worked and paid for normal, and overtime man hours and the components of the total wage bill. These statistics are collected according to the eightfold broad occupational categories e.g. Administrative & Managerial Workers, Professional, Technical and Related Workers, Clerical and Related Workers etc.

Stratified random sampling method was adopted for the selection of the sample. After studying the industry pattern that prevailed in the country and taking into consideration the industries covered by the Wages boards and overall cost, the whole set of industries were grouped together into 22 sub industries under 9 major industrial categories. Then, each industry was divided into several size strata, talking into consideration the homogenity within the size strata. Establishments having over 100 employees in respect of 18 industries and those having over 1000 employees in respect of 3 industries were taking into the survey without being sampled. Other establishments were put into the size strata considering employment as follows : 5 - 25 employees ; 26-100 for the 18 industries and in the other 3 the size strata were 5-25; 26-100; 101-500; and 501- 1000. Then the sample size for each strata were calculated in such a way that the total sample will be optimum in size. This will enable us to prepare estimates with the a predetermined degree of precision which was fixed at 5% error at 95% confidence limit. Altogether, around 1600 establishments were selected to for the sample.
In 1983, the same schedule which was used in 1982, was used to collect the data.

The Programming Assistants of the Statistics Branch of the Department of Labour are responsible for the collection of the data from the sample establishments. Data was collected from the records and the registers of the establishments.
Certain edit checks were introduced in the Computer Programs and on the basis of that some quality checks were exercised.
