            <abstract>The aim of this study was to provide a ‘view from the field’ across Nigeria’s governing institutions. The study focused on outlining responses of officers to the challenges civil servants face in implementing their duties; the major influences on their work; their perceptions of the major impediments to implementing public services; and suggestions for solutions to these impediments. Through this, the study aimed to provide a better understanding of the challenges confronting civil servants and provide recommendations on how these could be remedied.</abstract>

                <sampProc>The sectors of focus (agriculture, education, environment, health, housing, power, water, women, works, youth) were chosen as they represented the major social sectors by budget expenditure.  Within these, the central/federal ministries/agencies which represent the central coordinating entity of the sector were chosen.  In addition, a random sample of organizations outside the centre were chosen.  Within each organization, the approach was representative sampling of officials of technical/professional grades within organizations but not randomized.  Practically, this meant that all available senior management staff within core (finance and planning) and line departments were interviewed in the management questionnaire, but this did not include the chief executive.  Field managers and organization counterparts then worked with available staff lists to identify a sample of individuals from each of the organization's units to complete the officials questionnaire.</sampProc>

                <resInstru>There were two questionnaires, for official and organisational level surveys.</resInstru>
                <collSitu>For the organisanisation-level survey, managers completed the surveys as part of a group discussion.  For the individual-level surveys, officials completed the surveys independently.</collSitu>
