The Agricultural Census 2004 was the second conducted in the country; after the census of 1982.

The census was organized by the Central Statistical Office (CSO), Ministry of Finance and Planning and Development, in collaboration with the Ministry of Agriculture, Land and Marine Resources. The technical assistance for carrying out the census was provided by FAO. The Agricultural Census Unit was established on 30 October 2003 to coordinate the census operations.

The frame for 2004 Agricultural Census was constructed using a combination and integration of two main sources of information:
· The Visitation Records of the 2000 Population and Housing Censuswhich included questions specifically designed to capture basic characteristics of the agricultural holding and to identify individuals and households involved in agricultural activitiesprimarily for sale.
· The list of farmers maintained in the records of Registration Programme of the Ministry of Agriculture, Land and Marine Resources for Agriculture Incentive Programme.

The list thus prepared was further validated with information available from other lists prepared for agriculture surveys carried out by Agriculture Statistics Division of CSO, Farmer Organizations and various Government Ministries.
