In the policy document, government objective was to provide tax incentives and inject capital into some sectors of the economy to create job opportunities. The purpose of the survey was to find out the level of access of the facilities provided and the number of jobs that were created as a result of the policy.v01: This is the data and report from the Job Tracking Survey. The tables generated were used in the preparation of the final report.EmploymentLabourJobsLABOUR AND EMPLOYMENT [3]social welfare policy [15.1]accidents and injuries [8.1]The Job Tracking Survey was conducted to provide credible data for effective monitoring and evaluation of job creation programmes being implemented by the Government. These data were to be used to monitor the progress of the Poverty Reduction Strategies (PRS) and the Millennium Development Goals (MDGs). The survey targeted firms which are the main source of information on the creation of jobs.GhanaNational coverageEstablishmentsFirms within the private and public sectors in Ghana from the nationally sampled area.Sample survey data [ssd]The study collected information background of the firms, including the type of operation and ownership. It also collected information on the knowledge and access to various tax incentives granted to the different sectors of the economy and how these have helped the firms in their expansion prograames towards the creation of jobs. Several indicators including jobs created, job losses, training (both on the job and formal) and level of skills were also collected. Finally, the survey evaluates the impact of the National Youth Employment Programme (NYEP), labour market demand and job vacancies, job quality and related labour market issues.Ghana Statistical ServiceSampling for the survey was purposive, and was designed to provide sufficient level of precision for survey estimates for each 3-digit ISIC (International Standard Industrial Classicfication of economic avtivities) domain. A total of 2,015 establishments in both the private and public sector were covered in the survey. These were made up of 784 from the public sector, made up of 701 public sector institutions in the Ministries, Departments and Agencies, and other public insitutions in the 138 Metropolitan, Municipal and District Assemblies. All establishments operating under the President's Special Initiatives (PSIs) were also covered. In addition, 83 public limited companies were covered. For the private sector, all members of the Association of Ghana Industries (AGI), members of the Ghana Club 100, and establishments listed on the Ghana Stock Exchange were covered in the survey.Face-to-face [f2f]One questionnaire, the Job Tracking Survey Questionnaire was used. The questionnaire was organized in 11 parts (A - K) and the questions were in English.
Part A was used to collect information on the background of the establishments including Name, Address, Type of Ownership, Organization and Goods and Services produced.
Part B looked at the establishment's connection with any Policy Objectives and Outcomes within the various sectors.
Part C looked the creation of jobs and hiring of personnel.
Part D was devoted to awareness and access to Tax Incentives.
Part E dealt with On-The -Job-Training, Internship and Industrial attachment.
Part F sought for information on Micro-finance, Loans and Grants.
Part G was devoted to outcomes under the National Youth Employment Programme.
Part H collected information on the creation of jobs within the Construction sector.
Parts I and J were used to solicit information on Labour Market Demand and Job Vacancies, Job Quality and other labour market indicators.
Part K sought for comments and suggestions for the preparation of the 2007 national budget.A two-day training programme was organized for 170 field enumerators and ten Regional Statisticians who served as Supervisors. The questionnaire had earlier been piloted by selected Statistical Service staff and reviewed.The ten Regional Statisticians served as field supervisors during the period of the survey. In addition, personnel from the GSS head office paid visits to the teams to assess the level of completion of the questionnaires.The GSS data editing occurs at three levels:
1. Field editing by interviewers and supervisors
2. Office editing
3. Data cleaning and imputationGhana Statistical Service (GSS) requires all users to keep information and data strictly confidential. In this regard, before being granted access to datasets, all users have to formally agree to observe the following:
1. Not to make copies of any files or portions of files to which access has been granted except with the authorization by GSS
2. Not to willfully identify any individual or household or establishment in the dataset

Making mcrodata available will enable students and the academia to conduct research works, assist investors to take business decision, help the individual to evaluate and take appropriate decisions. It will also assist the government to formulate appropriate policies and programmes to facilitate national development. GSS' policy framework provides access to data through:
1. Public use files. These categories of data sets are accessible by all without any payment. They are available on-line to all interested users, for research and statistical purposes only.
2. Licensed datasets. These categories of data sets are accessible under certain conditions. Thus, prospective clients/data users may access any data based on certain conditions set by the GSS.
3. Datasets only accessible on location. We consider this category as a data enclave where some data sets are only accessible at GSS offices and prospective data users and researches have to physically be available at GSS offices for further discussions before data are released. Thus, data enclave would not be linked to the outside world through our web site or other medium.

Before being granted access to the dataset, all users have to formally agree:
1. To make no copies of any files or portions of files for which access has been granted, except those authorized by GSS.
2. Not to use any technique in an attempt to identify any person, establishment, or sampling unit.
3. To hold in strictest confidence, the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the GSS.
4. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of GSS.

6. The data will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

The major areas covered are: 1. Macroeconomic policies which include Capital Market Development, Microfinance, Tax credits and incentives and Revenue rationalization 2. Employment Growth Sectors which include Agro-processing, ICT, Tourism and Hospitality, Pharmaceuticals, Mining and Non-Traditional Exports. 3. President's Special Initiatives (PSIs) covering cassava starch production, oil palm, salt and textiles 4. Employment generation programmes such as the National Youth Employment Programme and Rural Enterprise Development Programme 5. Institutional strengthening 6. The jobs are first categorized by Nature of Employment (Permanent, Temporary, Casual, Piece rate, etc.) by male and female. The jobs created are further categorized by profession (Technical, Administrative/mangerial, Clerks and service-relaed workers), by Ghanaian and Non-Ghanaian and by age groupings.026Job Losses and LayoffsThis section provides information on the job losses (including resignations) or layoffs between January and Sepember 2006. The jobs are first categorized by Nature of Employment (Permanent, Temporary, Casual, Piece rate, etc.) and by male and female. The job losses are further categorized by profession (Technical, Administrative/mangerial, Clerks and service-related workers, by Ghanaian and Non-Ghanaian and by age groupings.026Net Jobs CreatedThis section provides information on the net jobs created (differences betwenn jobs created and job losses) between January and Sepember 2006. The tax reliefs available include: Reduction in corporate tax, Venture Capital Tax Incentives, Tax Relief for Youth Employment, Domestic Content Tax Incentive and Employment of Persons with Disabilities.017On the Job Training and InternshipsThis section provides information regarding On-the-Job Training, Internships, Industrial Attachement and Vacation Employment. These are disagregated by Male, Female and the duration of the training. The contracts entail New Construction, Renovation and both types of project. Some of the projects include schools, housing, office buildings, markets, community centres, health facilities, roads and bridges, dams and irrigation, water, plumbing, roofing and interior decoration.021Job Positions in EstablishmentsThis section provides information on job positions available in the establishment as at September 2006. The job are categorized according to the job position (Professional/Technical, Management/Administrative, etc.), the minimum entry requirements, additional skills and competencies, minimum number of years of experience and the number at post. Information is also gathered on the remuneration attached to the post and the number of vacancies available.014Job Vacancies in EstablishmentsThis section provides information on job vacancies available in the establishments as at September 2006. The jobs are categorized according to the job position (Professional/Technical, Management/Administrative, etc.), availability of persons with the required skills and qualification, methods for filling these vacancies and reasons for not filling the existing vacancies.09Job Quality and Labour Market IndicatorsThis section provides information on the quality of jobs and labour market indicators. These include wages, overtime and shifts at work, unionization, industrial and labour disputes.
