    <abstract>The major objective of the survey was to obtain reliable data to develop a detailed design and implementation program for a demand side management (DSM) program based on bulk procurement and subsequent large-scale deployment of energy efficient lighting measures, primarily targeted to replace incandescent (filament ) lamps (ILs) with efficient compact fluorescent lamps (CFLs). The program is aimed to achieve the following key objectives:

i) reducing peak demand (MW) and energy demand (MWh) to address current power shortages on a cost - effective manner, and 
ii) facilitating the generation of additional revenues through the associated carbon credits to be obtained through the  Clean Development  Mechanism (CDM) process.

      <sampProc>Selection of Survey Area:
As per TOR, the survey was carried out by Atlanta Enterprise Ltd. in 36 Palli Biddut Samities (PBSs).These 36 PBSs have been selected at random throughout Bangladesh so that they become representative of the target rural population and result in a statistically robust and relevant.

The list of PBSs selected for the survey is attached in Annexure -2 of volume 1 report.

Selection of Households:
As per TOR, a total of 68 Households were surveyed in each PBS. Accordingly, 68 households were selected in each PBS so that they represent the target rural population and they also represent all the Upozillas / Thanas under the PBS. This was done in consultation with REB/PBS.</sampProc>

      <resInstru>Design Pre-test and Finalization of Survey Instruments (Questionnaires)

As we know, the success of data and information collection largely depends on proper designing of the questionnaire. Keeping this view in mind, appropriate questionnaires for Household consumers were designed through proper utilization of skills and experiences especially on power sector. For preparing the study instruments, terms of reference set by GTZ, objectives of the survey and the scope of the study were also considered. Similar studies were reviewed and arranged consultative meetings in order to design the most appropriate questionnaire for survey. After designing the instruments, those were shared with GTZ and all comments from GTZ end have been incorporated in finalizing the survey instruments. The instruments were pre-tested and after due consideration of feed back from pre-test, those were finalized.</resInstru>

      <collSitu>Recruitment and Training of Field Staff

Quality survey groups consisting of 36 enumerators and 36 supervisors have been recruited for 4 weeks in order to accomplish the study of survey works at the field. An orientation and training course was arranged for the enumerators describing the objectives, importance and methodology of the study. The training also conducted on identification, collection, verification and recording of data on questionnaire, approach, attitude with the respondents. The trainees were guided to clear up the issues like inconsistency, incompleteness, computation error etc. in the answers of the questionnaire and to attain actual information through utilizing personal skill and experience.

Field Survey and Data Collection

After the completion of training &amp; necessary guidance, the enumerators were mobilized at the field (the areas which have already been identified) to collect primary data 2448 (68x36) nos. households/consumers located in the selected PBSs. Enumerators went to obtain data from the respondents and collected data by personally visiting, face-to-face interviewing, observing and recording data from informants. They carried out survey works as per guidelines provided to them during training. The supervisors supervised the entire data collection activities. The consultant team members also undertook some field visits for quality checks.

Basically data constitute the foundation of any investigation, statistical analysis and interpretation. So the quality of data plays the vital role to get expected result from the study. The collected data were sent to the office on every alternate day and each filled-in questionnaire was checked carefully to avoid omission, inconsistency &amp; incompleteness. If any deviations observed, those were rectified. After the data have been collected, the next step was to present them in some suitable form.</collSitu>
