Fay and Yepes estimate demand for infrastructure services over the first decade of the new millennium based on a model that relates demand for infrastructure with the structural change and growth in income the world is expected to undergo between now and 2010. It should be noted that predictions are based on estimated demand rather than on any absolute measure of “need” such as those developed in the Millenium Development Goals. The authors also provide estimates of associated investment and maintenance expenditures and predict total required resource flows to satisfy new demand while maintaining service for existing infrastructure.

<txt>Safe water is defined as percentage of population with reasonable access to an adequate amount of safe water, including treated surface water and untreated but uncontaminated water such as from springs, sanitary wells, and protected boreholes. In urban areas this may be a public fountain or standpipe located no more than 200 m from the dwelling. In rural areas, the definition implies that members of the household do not have to spend a disproportionate part of the day fetching water. Sanitation is defined as percentage of population with at least adequate excreta disposal facilities that can effectively prevent human, animal and insect contact with excreta. Suitable facilities range from simple but protected pit latrines to flush toilets with sewerage connection.</txt>
