    Series Information

    The Labour Force Survey 2014 (LFS) is the eighth survey, which first was conducted in 2002 by the National Statistical Office of Mongolia. Following the amendments to the Law on Statistics of Mongolia, the LFS has been conducted on a quarterly basis. The two of the previous surveys, namely LFS 2002-2003 and LFS 2006-2007 were conducted with a Child Labour Module while the one for 2007-2008 with an Informal Sector Module.

    Abstract

    The Labour Force Survey 2014 was carried out by the National Statistical Office of Mongolia. Since 2002 LFS has been conducted on a quarterly basis.

    The main objective of the survey was to update and expand the information on labour statistics, fully capture and analyse the employment pattern. The survey results provide an important reference for policy and decision makers, business entrepreneurs, analysts and government officers to design, as well as monitor and assess the implementation of government policies and programmes on employment promotion and poverty and unemployment reduction and development of an effective labour market. Accordingly, the survey aims at collecting a comprehensive set of data from households to estimate employment and unemployment characteristics which capture the seasonal variability, location, social and economic activities in accordance with the definition and methodology of ILO.

    The survey was designed to interview a representative national sample of about 12,816 households from 5 regions including the capital city (Ulaanbaatar) being the one region. At this level of disaggregation the sample would be sufficient to produce estimates of high levels of precision in respect of selected employment characteristics.

    The survey covered all usual residents aged 15 and above in the household. However, the survey did not include the household members who were living away from their households for more than 6 months (conscripts, students living in dormitories, those working and living overseas and prisoners).

    Sampling

    Sampling Procedure

    A two-stage probability sampling was used in the survey.

    Tha sample frame was based on administrative units of Mongolia. The number of households in each of sample enumeration areas was set at 12 and enumeration areas at 1068. A total of 29 strata was made made comprised of 21 strata representing each of all aimags and 8 strata from 9 districts of Ulaanbaatar city (least populated two districts were put into one strata). Primary sampling units are parts of khoroos of Ulaanbaatar city and bags in aimags to make up 1068 units in total comprised of 304 parts and 764 bags. 12 households were selected from each of enumeration area.

    Questionnaires

    The survey used the questionnaire with 8 chapters and 142 questions to collect the following data:

    1. Democraphic characteristics of household members (relationship to household head, sex, birthdate, disability, cause for disability, marital status, migration)
    2. Education and training (school attendance, reasons of dropout, highest grade achieved, literacy, vocational and skill tarining attendance)
    3. Current activity or activity status in the last seven days (economic and non economic activities, time spent on these activities, economic activity and economically inactive status, primary and secondary employment, sector of employment of enterprises, employment status by occupational category, frequency of payment in primary occupation, amount of wages and payment)
    4. Availability for more work (availibility for more work, reasons for not being available for more work, steps taken in search of more work)
    5. Unemployment (availability or unavailability for work, reasons for being inactive, time spent on finding work, expected kind of work, expected daily and monthly wage, whether being registered or not with employment service, whether searched work during the last 30 days, steps taken to find work, reasons of not searching work, duration of unemployment).
    6. Usual activity (Usual activity status in ther last 12 months, primary and secondary employment in the last 12 months, employment status by occupational category, sector of employment of enterprises, duration of unemployment, steps taken to find work, average wages and earnings from primary and secondary employment in the last 12 months)
    7. Past employment (if worked in the past, last occupation, employment status by occupation, sector of employment of enterprises, duration of the last employment, reason of quitting the last job, source of living during unemployment)
    8. Unpaid work (involvement of household members in unpaid work, time spent on performing unpaid work)

    Data Collection Notes

    Each interviewer visited selected households and had an inverview with each member aged 15 and above. A tablet-based application was used by interviewers. In case of absence of selected household members at the time of the first visit by an interviewer, he/she paid 2-3 follow-up visits with a view to improving coverage of the survey.
