NORBALT Living Conditions Survey is a Fafo project funded by the Norwegian Ministry of Foreign Affairs, the Nordic Council of Ministers and the Norwegian Research Council.
The rapid economic and political changes during the last ten years have created a strong demand for information on living conditions in Estonia, Latvia and Lithuania. Reliable data are required for the formulation of well-targeted social policies and will be used by local policy makers, private organisations and the international community. Through NORBALT I information on living-conditions was made available for all three Baltic countries in 1994. This was followed by NORBALT II, a follow up to this survey taking place in 1999.
The Living Conditions Survey within the NORBALT II project has entirely concrete aims: to provide data users with comparable, current and all embracing information of high quality. The survey programme is extensive. It includes the conditions of housing and of the place of residence, the composition of a household, the employment of its members, information about economical resources of a household and seld assessments of them, working conditions of the employed, the state of health of respondents, their attitude to crime and safety of a person in the society, about migration, attitudes, values and political views, and about social contacts among the members of the society. All this range of question is characteristic of the living conditions in the Scandinavian countries, and the obtained data are comparable to that of analogous surveys conducted in these countries.

Three units of analysis are used in the survey.
1.Households
2.Individuals in the households
3.Randomly selected individuals (18 years of age and older)
The unit of analysis varies from one module to another and sometimes within a module.

Within the NORBALT II project, the Living Conditions Survey was simultaneously conducted in all three Baltic Countries in October 1999. In Latvia, 3081 households were surveyed.
