    The Household Budget Survey (HBS) conducted in line with the current methodology has been carried out since 1996. In 1995 with the aid extended by the World Bank experts and upholding the Eurostat recommendations, methodology for the survey was worked up. Methodology of survey 2003 was revised and improved.

    Abstract

    The Household Budget Survey is one of the most complicated statistical surveys made by Statistics Lithuania. The objective of the survey is to obtain reliable information about the standard of living of households, i.e. income, expenditure, its structure, housing conditions as well as acquisition of durable goods, etc.

    The survey collects statistical information about household composition, consumer expenditure and their structure, housing conditions, possession of consumer durables and assessment of living conditions. The indicators are presented by place of residence, socio-economic group, age and education of household head as well as income and type of household.

    The target population of the HBS is based on private households in Lithuania. Persons living in the institutional households (nursing homes for elderly people, imprisonment institutions, compulsory military service installations, etc.) have been excluded from the current survey.

    Sampling Procedure

    Households are selected using the random sampling method and using the Population Register. Such sampling method is expected to ensure equal possibilities for the representatives of all social strata to be selected for the survey. The selected households are being surveyed for the period of one month. After one month other households replace them. Each household participating in the survey is guaranteed anonymity for the information submitted to statistical agencies (basing on article 15, Law on Statistics of the Republic of Lithuania).

    Sample Design

    Target population - all private households of Lithuania. For the 2006 survey 11040 households were selected of which 7178 participated in the survey. The Population Register was used as a sampling frame. Stratified sample design with simple random sample and two-stage cluster sample was used in strata. All Lithuanian
    territory was divided in 31 not overlapping groups - strata. The biggest towns of Lithuania counties, medium, small towns and rural areas of counties are divided in separate strata. Sample of households was selected from each stratum. Different sample design was used in each stratum. A simple random sample of persons 16 and older is drawn from the Population Register in major county towns. Only the households abiding according to the address of the selected person are under the scope of the survey. Accordingly, 5100 households were selected in the biggest towns of counties. Sample size in Vilnius was 1440 households, in Kaunas - 1296 households, in Klaipeda - 576 households, in Šiauliai and Panevežys - 432 households in each, in Alytus, Taurage, Utena, Mažeikiai, Marijampole, Šilale, Jurbarkas - 132 households in each.

    Two-stage cluster sample design was used in the medium and small towns of counties. The Pareto sample with probability a proportional to the cluster size was used in the first stage. Each town is a cluster. A simple random sampling of persons 16 and older withdrawn from the Population Register was used in already selected clusters in the second stage. Households, which live at the selected person's address, were surveyed. 2376 households were selected in small and medium towns of Lithuania counties, 264 households in each strata. A similar sample design like in the medium and small towns was used in rural areas of counties. Cluster is a territorial unit "seniunija" (local government) in this case. 3564 households were selected in rural area. In the counties of Vilnius, Kaunas and Šiauliai 432 households were selected in each. 324 households were selected in each other county. Though the design of the sample is supposed to represent the whole country and its counties, due to the fact that samples are small for the counties, just key indicators are calculated since their errors are the least ones.

    Questionnaires

    The HBS uses two data collection methods combined into one: the interview conducted by an interviewer and self registration of particular household indicators (monetary expenditure, foodstuffs, tangible goods and services received free of charge the indicators of farming activity) in special
    survey paper sheets.

    Two types of documents have been used in the Household Budget Surveys.

    1. Main Household Questionnaire. The aim of this questionnaire is to collect social and economic information on household members, their living conditions and income. The interviewer shall complete the Main Household Questionnaire by asking questions and recording the answers received.
    2. Diary of Household Expenditure. This diary aims at the collection of household expenditure on food and non-food products and services. Two pages of the diary are meant for everyday records in tables for food, clothing and other nonfood goods. For the rest of the days of the month only expenditure on non- food products and services are registered. Half of the surveyed households record expenditure on food in the first half of the month, while the other – in the second. Expenditure and income related to agricultural production of the household is recorded by respondents for the previous 12 months. Each household that participated in the survey shall be remunerated in the amount of 15 per cent of the Minimum Standard of Living.

    It is of primary importance in every statistical or sociological survey to have as many respondents to answer the questions as possible. It is directly connected with the accuracy of the results gained. However, experience in statistical surveys shows that it is, actually, impossible to interview all the respondents. There are lots of reasons due to which households may not respond to the surveys. It may happen that interviewers can fail to find the household needed or the member of the household found may refuse or be unable to participate in the survey. A part of the households is not interviewed due to inaccurate data in the Population Register.

    It was observed that greatest number of respondents was not interviewed in the largest cities (51.2 per cent) and the least number – in rural areas (20.2 per cent). One of the main reasons was their own refusal to participate in the survey. In the largest cities even 34 per cent of all selected households refused to participate, in other towns – 18 per cent and rural areas – 9 per cent. The causes of their refusals are rather diverse. Some of them are scared of giving information about themselves, others are not interested in the survey, still others don’t trust the authorities or refuse due to lack of time or certain individual status.
