Mark, as the case may be:

Yes - when the person's mother is living;
No - when the person's mother is deceased; or
Does not know - when the person does not know if his or her mother is alive or not.

For census purposes, the enumerated person's stepmother, adoptive mother or foster mother should not be considered mother.
