Definition
The census schedule provided for recording the ability to speak and read and write Sinhala, Tamil and English. A person was considered to be able to read and write a language only if he/she could both read with understanding and write a short letter or paragraph in that language. A person who is able to read and write at least one language was regarded as literate.
