A blind person who can read and write Braille is classified as able to read and write Latin characters.<br />b. A person who was able to read and write, but now due to some handicap is no longer able to read and write, is classified as able to read and write.<br />c. A person who can only read but is not able to write is considered as able to read and write.</div><br /><br />Ask: "Can you read and write Latin characters?"
