| Abstract | This paper is a desk study on infrastructure in Sub-Saharan Africa(SSA) with three main purposes: 1. to take stock of basic characteristics of the region in terms of access rates, quality and costs of delivering infrastructure services (including electricity, telecoms, water & sanitation and transport but excluding urban transport, irrigation and dams). 2. to provide a preliminary assessment of the impact of the main 1990s reforms in the sector. 3. to offer initial guidance for the analysis of possible new institutional, contractual and regulatory designs for the next wave of reforms for SSA. |
