2015 was marked by a strong party fragmentation in Congress, and the difficulty of creating
large legislative majorities to make key decisions in the political system. The executive suffered
a severe erosion of its credibility that hampered its capability on governance issues. Under
such scenario of high political interdependence, the result is the cancellation of political actors
and initiatives, which in practice are mired in stagnation.
