Abstract
This paper will do an approach on the contribution that has been done
by the generation of capacities of children, the implementation of
public policies in national and district's order on early childhood, in three
modalities of initial education in the town of San Cristobal, Bogotá D.C.,
Colombia. In policies of integral attention to early childhood there was
identified the elements of the approach in human development and
capabilities, its implementation and the process of interaction between
children and the educational agents; through case study, the use of
the following instruments: documentary review, observation, semistructured
interview and investigative workshop. This work showed that
public policies from national and district's order, implicit and explicit are
made from a human development and it's capabilities, its implementation
in three modalities present substantial differences, which leads to the
deprivation of the exercise of capabilities in some children. Therefore, it
is concluded that it is important to coordinate the stipulation between
policies and their implementation, likewise, to strengthen the synergy
between the family, the society and the State for the guarantee and
protection of the rights of children.
