This project’s objective is to analyze the operational costs and the increase in
passenger fares of public passenger transport cooperatives and companies in the
cantons Quito and Rumiñahui. We must take in consideration that since 2003 there
has not been an increase in passenger fares in inter-cantonal and intra-cantonal
transport and in addition, the government has not provided subsidies to this sector
since 2015. For this purpose, an approach to the Superintendency of Popular
Economy and Solidarity (Superintendencia de Economía Popular y Solidaria) and
National Transit Agency (Agencia Nacional de Tránsito) by a team of 2 investigators
with the goal to obtain information about registered cooperatives and companies that
provide the service of public passenger transport for the cantons previously
mentioned. Information from the Secretary of Mobility (Secretaría de Movilidad) is
also required such as permits for the circulation of transport units, coverage paths
and subsidies which they had received. To finalize information about the costs will
be collected by means of surveys directed to carriers who provide transportation
service in the cantons Quito and Rumiñahui. In light of the economic circumstances
which our country is currently facing and analyzing the information collected from
this sector it was evident that an increase in fares for Canton Rumiñahui to $ 0.30
cents was necessary, compared to Canton Quito, which through its management and
procedures it was managed to stabilize the rate at $ 0.25 cents.
