Abstract | This project was carried out by the ISET Policy Institute in the July-November 2012 time framework, a period of great turbulence and uncertainty concerning the future policy directions of Georgia, immediately before and after the parliamentary elections. It is thus very well timed to provide input into the ongoing discussion regarding strategic options facing the Georgian education sector. The study is primarily based on a survey of Georgian municipalities commissioned by UNICEF and implemented by the National Statistics Office of Georgia (GeoStat) in August 2012. The main goal of the study was to analyze the existing early learning models, relevant funding schemes, and potential funding strategies to expand preschool enrolment from the current 46%1 to universal coverage of 100%. The study is based on a detailed analysis of the preschool sector’s institutional foundations including its demographic, legal, economic and financial context of Georgia’s preschool education sector. |
