Abstract
The paper focuses on the state of development control activities in Aba, Abia State. This
is manifested by the incessant, it illegal changes of use, and its associated problems such
as traffic situation, and flooding of the study area during the rainy season etcetera.
The methodology employed involves the use of questionnaires, personal interview and
observations. Data were collected and analysed, using descriptive method which
include tables. Statistical tools, such as Pearson's products moment correlation
coefficient (r) and the students t-test. The later used to test for r, to establish the
relationship between enforcement and convenience. The result revealed that the major
problems confronting development control in Aba includes lack of public
enlightenment, problem of funding, inadequate security for officials involved in the
monitoring activity among others. The paper recommends the need for public
enlightenment campaign that will make people aware of the activity of Development
Control Unit. In addition, the State Government should implement fully, the Nigerian
Urban and Regional Planning Decree No 88 of 1992, as it affects Development Control
activities.
