Abstract | This paper examines the perpetuation of incrementalist policy in the implementation of election process of voter registration that has been characterized by failures, complains and protest by citizens in Nigeria. Described here are; the alternative paradigm of rational-comprehensive information and knowledge building and application for development management, geographic information systems technology and how it has been used for successfully managing elections in South Africa. We used the method of aetiology, analysed secondary data. Our findings include historical and systematic exclusion of residents of remote rural areas of Nigeria such as the northern parts of Cross River State from vital development processes such as election registration and voting in Nigeria due to marginalizing policies that are promoted incrementally. |
