Population natural growth and uncontrolled emigrations to large cities has led to numerous problems or difficulties and this
policy-makers and urban planners to face the fact that physical growth of cities with all preparations such as renewals and rebuilding worn
out fabrics is not, in practice, able to meet the housing and other needs of the citizens. Thus the plan for constructing new towns along with
measured pervious planning aiming at reducing population load and decentralizing the economic activities of the capital and other
metropolitan cities as an efficient solution so as to remove or solve the difficulties of metropolitan cities. In this case the concept of urban
stable development is a concept which has been raised in scientific associations in recent years and is closely related to social
environmental(harms) or damages economy type of living urban form and fabric and cities of Tehran complex cities which has been
planned aiming at decentralization and acceptance of a portion of overflow population in the north east of Tehran(30 km from Tehran).This
new city plays a dormitory function and has not been able to succeed in attracting population. Investigation method of present study is of
descriptive-analytical type aiming mostly at studying influential factors on stability or threatening stability in the new city of Pardis. Swot
model was used to identify these factors. The results of the study reveal that new cities of Pardis like many other new city of our country
has functioned very poorly toward urban development
