The coordination and/or integration among the social safety net (SSN), disaster risk management (DRM) and climate change adaptation (CCA) interventions is a new field but crucial for proper mitigation of climate change risks in developing countries. Though a number of institutions are in operation, the Comprehensive Disaster Management Programmes and the Climate Change Cell play the flagship role towards the aforesaid course in Bangladesh. The public safety net tools of Bangladesh have minimum scope for dealing with climate shocks as the interventions are mainly poverty response. On the other hand, the development programmes and/or projects in integration among the interventions conducted by government organisation (GO) are mostly DRM-CCA oriented like Disaster and Climate Change Risk Management in Agriculture project. The Department for International Development (DFID) funded Char Livelihood Programme found as a concrete example for full integration among three domains to uplift the livelihood status of chronic poor char dwellers to recurrent floods in Jamuna and Brahmaputra basins of Bangladesh. Some nongovernment organisations (NGOs) assisted with development partners contribute to the underlying direction in climatically vulnerable hot spots or pockets in Bangladesh. |
