Abstract | The government of Ethiopia has prepared an elaborate and comprehensive PRSP that contains description of poverty profile, outline overall macroeconomic as well as key sectoral development objectives and strategies, a three-year macroeconomic fiscal framework and financing plan, and a framework for monitoring and evaluation of its implementation. This report assesses Ethiopia’s PRSP from five inter-related perspectives: the processes, its content, public finance aspects, capacity building issues, and donor’s involvement. The PRSP preparation process involved a two-phase exercise: preparation of I-PRSP during the first phase followed by the development of a full PRSP. The full PRSP preparation process has benefited a lot from comments made by various quarters including the donor community on the I-PRSP, as well as from best practices and experiences of other African countries, and therefore revealed significant improvement over the I-PRSP. Broad and meaningful participation of various stakeholders did take place during the consultation processes at various administrative levels including the woreda (district), regional, and federal levels. A parallel consultation process that was initiated and organized by various NGOs and civic associations greatly contributed towards ensuring wider ownership as well as enriching the content of the final PRSP. |
