By "custom clearance" meant a procedures done by by the customs and non-customs agencies. (Fito, Fito food, veterinary and other inspections) which could be done on a border outpost or other place where the state services inspect imports. Such locations may actually be within the physical borders of Serbia, for example, in places like Belgrade.
