Population and Housing Census [hh/popcen]
The All-Russia Population Census-2002 was conducted for the period of October 9-16 in accordance with the Federal Law No. 8-FZ “On the All-Russia Population Census” of 25 January, 2002, the Resolution of the Government of the Russian Federation No. 231 “On organization of the All-Russia Population Census in 2002” of 12 April, 2002. Coordination of works was managed by the State commission established by the Resolution of the Government of the Russian Federation No. 1434 of 23 December, 1999.

The scope of the 2002 All-Russia Population Census includes:
Volume 1 - Population size and its location
Volume 2 - Population by age and sex and marital status
Volume 3 - Educational attainment
Volume 4 - National composition, knowledge of languages and citizenship
Volume 5 - Sources of means of subsistence
Volume 6 - Number and composition of households
Volume 7 - Economically active and inactive population
Volume 8 - Employed population by kinds of economic activity
Volume 9 - Occupations of population
Volume 10 - Duration of living at place of permanent residence
Volume 11 - Housing conditions
Volume 12 - Fertility
Volume 13 - Indigenous minority nationalities of the Russian Federation

Questions to population were put in the formulation which was given in the census questionnaires and in "The Manual for enumerators on the procedure for carrying out the All-Russia population census-2002 and filling in the census documents".

For the All-Russia population census-2002, as well as for the previous censuses, the method of interview and filling in questionnaires by specially trained interviewers - enumerators were used. During the census enumerators visited all quarters of their counting district where people lived or could live (including offices, organizations and enterprises). Data was also collected at census stationary districts and in exceptional cases by telephone calls.
Data entry into questionnaires was based on responses of persons without demanding from them any authenticating documents.
