The Welfare Monitoring Survey was conducted for the first time in 2009.
A module on employment monitoring, called the Monitoring of Employment Survey (MES), was added with the Welfare Monitoring Survey questionnaire. Usually, the Labor Force Survey (LFS) is the standard survey to provide the indicators on labor force characteristics, which is conducted in an interval of 3 to 4 years. The last LFS was conducted in 2005-2006 with 1,000 PSU's with a data collection panel of 12 months.
The objective of the Welfare Monitoring Survey was to collect some core welfare indicators for assessing the poverty situation of the country, excluding the income and expenditure dimension of poverty assessment. The indicators can be generated annually to measure the progress in poverty reduction strategy of the government.
The Monitoring of Employment Survey (MES) was designed to measure the indicators of employment on an annual basis. The indicators of employment were estimated to monitor the changes in the employment situation and the progress of poverty reduction in the country. The findings of MES can be used as benchmark indicators.
The main objectives of the MES were:
- To standardize concepts, definitions and measurement techniques of labor force statistics by gender
- To review the labor force dynamics of the country.
- To identify key labor force indicators to be updated annually.
- To develop the instrument/questionnaire for collecting employment data.

Sampling
The WMS and its module on MES was conducted in 700 PSUs which is a subset of 1,000 PSUs of Integrated Multi-Purpose Sample (IMPS) of Bangladesh. A sample of 20 households was drawn from each PSU which yielded 14,000 households.
A Stratified Two-Stage Cluster Sample Design was adopted for the MES 2009. Stratification was done in two ways. The first level stratification was done by locality: rural, urban and SMA. The second level stratification was done within each stratum by administrative disctrict. There are 64 sub-strata within the rural stratum, 61 sub-strata within the urban stratum (excluding Gazipur, Narayanganj, and Khulna districts where the urban districts are included in corresponding SMAs), and 6 sub-strata within the SMA stratum. Thus, for this survey the universe is divided into 3 strat and 131 sub-strata.

700 enumerators and 120 supervisors. Senior officers of BBS were engaged for control and supervision of field work.
There was one supervisor for every five to six enumerators. They were selected from the experienced and efficient staff of the field offices of the Bangladesh Bureau of Statistics. The Upazila (sub-district) level officer supervised the work of enumerators and supervisors within the Upazila. In every district/region, one senior officer was assigned to supervise the work of the district/region. The senior officers from the HQ office and the consultants of Capacity Building of BBS Project visited the field and supervised the fieldwork.
Two tiers training were imparted: for master trainers, and for supervisors and enumerators.
