Composite of 10 institutional factors determining economic freedom: trade policy, fiscal burden of government, government intervention in the economy, monetary policy, capital flows and foreign investment, banking and finance, wages and prices, property rights, regulation, and black market activity. Individual factors are weighted equally to determine overall score of economic freedom. A high score signifies an institutional or consistent set of policies that are most conducive to economic freedom, while a score close to 1 signifies a set of policies that are least conducive. Averaged over 1995-97 period.
